David began his career working in Hong Kong as a patternmaker, he later rose to be a factory manager and still later built factories in Asia and Latin America. In 1986 Birnbaum founded Third Horizon Consultants Limited a boutique operation designed to solve problems facing garment factories, agents and garment importers. Over a period THL gained a reputation for innovative solutions to insoluble problems, often as a last resort. Clients concluded that since everybody else has failed, let’s bring in Birnbaum. Industry clients included Max Mara, Marks & Spenser, VF Corporation and Hilfiger and WL Gore. Factory clients included Merrison Garments (Hong Kong/China) and CMT (Mauritius).In recent years, governments and institutions recognized that the global garment industry is the first stage of economic development; and as a result, retained Birnbaum to help develop national and regional garment export industries. This included projects for Governments of India, El Salvador, Mexico, Canada, and Myanmar as well as USAID, ASEAN, The World Bank, The InterAmerican Development Bank and the International Trade Centre.Birnbaum is also recognized as a leading industry expert in transfer pricing and has been retained by Fenwick & West, Wachtell Lipton, Baker & McKenzie and DLA Piper.
